From the second Saturday of May through the last Saturday of September, parking on the beach takes a county permit. Off-road · fishing

Cape Point and the Seashore ramps

Seashore off-road routes need an NPS permit; ramps 2, 4, 25, 27, 43, 44, 48, 49, 70 and 72 lead to the priority ocean routes when they’re open. The Inside Road, a sand road of about 4 miles from Ramp 44 in Buxton to Ramps 48 and 49 in Frisco, reaches about 3 miles of vehicle-free beach between just north of Ramp 48 and Cape Point. No lifeguards on these beaches.

If you’re staying in Duck

Residents and renters

Water activity is banned around the U.S. Army Corps of Engineers research pier at 1261 Duck Road.

Permits, parking and the ferry

Driving on the beach

  • Cape Hatteras National Seashore — an off-road vehicle permit: 10 days for $50 or a year for $120, online only at Recreation.gov or by phone at 1-877-444-6777. Print all three pages; digital copies and screenshots aren’t accepted. Carry a low-pressure tire gauge, shovel, jack and jack support board. 15 mph, 5 mph within 100 feet of people, and people on foot have the right of way. NPS rangers can’t tow you out. ORV office: 252-475-9054.

  • Kitty Hawk and Duck — no public beach driving.
  • Carova — 4-wheel drive only; see the Carova card for air-down pressures and the summer parking permit.

Parking

  • Kitty Hawk — 266 spaces across 11 accesses, mostly gravel.
  • Kill Devil Hills — no overnight parking at the accesses, midnight to 6 a.m., without a resident permit.
  • Nags Head — accesses first come, first served, 6 a.m.–midnight. Jennette’s Pier has free parking.

Dogs, by town

  • Cape Hatteras National Seashore — on a 6-foot leash at all times, and kept off designated swim beaches, out of buildings and out of resource closures.
  • Duck — dogs can run off leash on the beach year-round if you keep them under control.
  • Kill Devil Hills — off the beach 9 a.m.–6 p.m. from Memorial Day to Labor Day, except service animals; on a leash at all other times.
  • Kitty Hawk — welcome year-round. From the Friday before Memorial Day until the day after Labor Day, 10 a.m.–6 p.m., leashes can’t be longer than 6 feet; the rest of the year, 12 feet. Bring a waste bag.
  • Nags Head — on the beach at all times, leashed; clean up after them.

What first-timers get wrong

  • A day trip to Duck. Duck’s accesses are for residents, renters and their guests, with no public parking.
  • A town permit on Seashore sand. Kill Devil Hills and Nags Head permits work only in their own towns; the Seashore needs its own NPS permit, printed.
  • 2WD onto the Carova beach. Currituck County says 4-wheel drive only, aired down, with a full tank.
  • Swimming after summer as if guards were on. Seashore lifeguards finish at Labor Day; Kill Devil Hills roves through Oct 15 and Nags Head through October.
  • Counting on the Ocracoke ferry when a storm is coming.
  • Swimming near house debris in Rodanthe and Buxton, or near the research pier in Duck.
